Assistant Administrator for Office of Global Strategies
Kelly Hoggan became Assistant Administrator for the Office of Global Strategies in August 2012. He oversees the management of a workforce located in more than 20 offices worldwide and is responsible for collaboratively working with international partners to secure the global transportation network.
Hoggan most recently served as the Assistant Administrator for the Office of Security Capabilities. In that role, he oversaw the implementation and development of security technologies across multiple modes of transportation. Hoggan was also responsible for the acquisition and deployment, test and evaluation, and maintenance of all TSA security technologies and systems.
He joined TSA in 2004 and has served in numerous leadership positions, including as the regional director for Global Strategies based in Singapore where he was responsible for overseeing TSA's regional tactical operations.
Hoggan also served as the Deputy Assistant Administrator for OGS. As such, he served as an advisor to government officials around the world and aided in the harmonization of international aviation security measures. Additionally, he was the Deputy Assistant Administrator for the Office of Security Operations where he was responsible for the security operations at more than 450 airports nationwide.
Prior to joining TSA, Hoggan worked in the private sector, earning an additional 18 years of airline and aviation industry experience and serving in multiple senior level positions within operations, planning, and process improvement in an airport operational environment.
