What I Do Matters: Anne Cowan

Spotlight On

Anne Cowan is a Project Manager in the Office of Security Operations (OSO) Operations Performance Division. Working in the Operations Improvement Branch (OIB), Cowan uses her program management and process improvement experience to support TSA Pre✓™ expansion.  Most recently, Cowan supported the October launch of 57 new TSA Pre✓™ locations, in line with the agency’s goal of providing expedited screening to 25% of passengers by the end of 2013.

Cowan joined TSA in 2009 as the Deputy Division Director for TSA’s Office of Security Capabilities, Checked Baggage Technologies Division. The Division is responsible for the oversight, acquisition, and implementation of the Electronic Baggage Screening Program (EBSP) which deploys checked baggage screening equipment to federalized U.S. Airports.

“What I Do Matters because implementing new initiatives and expanding capabilities is essential to our mission.  It is exciting to be a part of TSA Pre✓™ expansion. And while we reached our 25% goal early, we continue to look toward the horizon – achieving 50% by the end of 2014.  Based on the initial success and feedback, we are learning a lot and will be able to incorporate this into the planning, strategies, and tools for 2014. We are working hard to change the passenger experience and shift our resources to spending more time on the travelers we know less about.”

“The most rewarding part of my job is knowing that I’ve personally made a difference to ensure the safety of our nation’s transportation system.  I’ve been fortunate to work with incredibly talented people, and together we’ve achieved great things.  I’ve been able to directly contribute to several significant TSA milestones. As a Navy Chief’s daughter, I feel honored and humbled to be able to continue the good work my dad did in service to our country.”

“I am most proud of TSA’s dedication to mission, evidenced by achieving the 25% screening goal ahead of schedule.  There are so many moving pieces to planning and executing an initiative like this, and it felt really great knowing that we reached the milestone well ahead of the December timeframe.”
