TSA names Melvin Carraway new deputy administrator

ARLINGTON, Va. — The Transportation Security Administration (TSA) announced today that Melvin J. Carraway will become deputy administrator July 13, 2014. Carraway replaces Deputy Administrator John W. Halinski, who will retire July 12, 2014. Carraway currently serves as TSA supervisory federal air marshal in charge, Dallas field office.

“Mel is an extraordinarily talented individual with extensive field and headquarters experience and outstanding leadership skills. His TSA experience, coupled with his law enforcement background, makes him an ideal executive to serve as the next deputy administrator,” said TSA Administrator John S. Pistole.

Carraway, who joined TSA in 2004, worked as area director covering the western United States. He also served as general manager for field operations in the Office of Security Operations at TSA headquarters in Arlington. Prior to joining TSA, Carraway served as superintendent of the Indiana State Police (ISP) and also served as director of the Indiana State Emergency Management Agency.

Carraway was the first African-American superintendent of the ISP and the second African American in the United States to head a statewide law enforcement agency.
