Subchapter A - Administrative and Procedural Rules

Security Regulations

Title 49 of the Code of Federal Regulations (CFR), Chapter XII, Subchapter A contains Transportation Security Administration's (TSA) administrative and procedural rules. Below is a brief description for each part of Subchapter A, along with a link to the Electronic Code of Federal Regulations (e-CFR) and a link to TSA's regulatory history documents. Where applicable, parts that are "(Reserved)" are proposed additions or amendments to the CFR. These parts are not linked to the e-CFR until the amendments become final. However, TSA's regulatory history sections for these parts are available for viewing.

Part 1500 Applicability, Terms and Abbreviations
Describes the scope of the TSRs in Chapter XII and contains terms and abbreviations used in the Chapter. Read history

Part 1502 Organization, Functions, and Procedures
Outlines the responsibilities of the Assistant Secretary of Homeland Security (Transportation Security Administration) who is the Administrator of TSA and designates the Deputy Administrator as the "first assistant" to the Assistant Secretary for purposes of the Federal Vacancies Reform Act of 1998. Part 1503 Investigative and Enforcement Procedures
Establishes investigative and enforcement procedural rules that TSA uses to address statutory and regulatory violations. This part provides rules of practice for civil enforcement of TSA's transportation security mandate. Read history

Part 1507 Privacy Act Exemptions
Implements provisions of the Privacy Act of 1974 that permit TSA to exempt any system of records within the agency from certain requirements of the Act. The procedures governing access to, and correction of, records in a TSA system of records are set forth in 6 CFR part 5, subpart B. Read history

Part 1510 Passenger Civil Aviation Security Service Fees
Prescribes a uniform fee to be paid by passengers of direct air carriers and foreign air carriers, originating at airports in the United States, to pay for the costs of providing certain U.S. civil aviation security services, as described in 49 U.S.C. 44940. Read history

Part 1511 Aviation Security Infrastructure Fee
Prescribes the imposition of a fee on air carriers and foreign air carriers to pay for the costs of providing certain U.S. civil aviation security services as described in 49 U.S.C. 44940. Read history

Part 1515 Appeal and Waiver Procedures for Security Threat Assessments for Individuals
Applies to applicants who are appealing an Initial Determination of Threat Assessment or an Initial Determination of Threat Assessment and Immediate Revocation in a security threat assessment as described in (1) 49 CFR part 1572 for a hazardous materials endorsement (HME) or a Transportation Worker Identification Credential (TWIC) or (2) 49 CFR part 1540, Subpart C, for air cargo workers. This part also applies to applicants for a HME or TWIC who undergo a security threat assessment described in 49 CFR 1572 and are eligible to request a waiver of certain standards. Read history
