Transit Security Grant Program Tier I FY 2008

Grants Programs 2008

Stimulus Funding Now Available to Transit Agencies

  • Grant Guidance and Application Kit: Released May 29, 2009
  • Applications due: June 15 (Operational Packages) and June 29 (capital projects)

The American Recovery and Reinvestment Act (ARRA), which was recently signed by the President, provides $150 million for hiring transit security officers and funding capital security projects under the Transit Security Grant Program (TSGP).

This is a one-time competitive grant. The goal is to create jobs and reduce transit risk as quickly as possible. The application process is different than the FY 2009 TSGP. There are no tiers or target allocations. Some costs are pre-approved. Click here for complete information.

In Fiscal Year (FY) 2008, TSGP provided $333.2 million to owners and operators of transit systems (passenger rail, intracity bus, and ferry systems) in Tier I regions. As the highest risk transit regions in the country, Tier I regions receive the vast majority of TSGP funding. Tier I regions are: Atlanta, Boston, Chicago, Los Angeles, the National Capital Region, New York, Philadelphia, and the San Francisco Bay Area.

DHS works collaboratively with our security partners to implement grant programs that reduce risks to our nation’s transportation systems. Here’s how.

The Department of Homeland Security (DHS) meets with a Regional Transit Security Working Group (RTSWG) in each region to establish a Cooperative Agreement that identifies projects that will have the greatest security impact based on national priorities.

FY 2008 TSGP priorities include security training of frontline employees, operational deterrence initiatives, drills and exercises, and public awareness programs. The TSGP also funds anti-terrorism measures that help protect underwater/underground infrastructure, high density elevated operations, multi-user high density stations and terminals, and Supervisory Control and Data Acquisition (SCADA) systems.
