  • Effective Monday, February 27, 2012: The TSA Hazardous Materials Endorsement Security Threat Assessment Program (HTAP) will offer the ability for Transportation Worker Identification Credential (TWIC) holders the option to pay a reduced fee when applying for an HME security threat assessment (STA) since the STAs for both programs have been deemed comparable.   • Effective March 19, 2012, the enrollment fee for the TWIC program reduced from $132.50 to $129.75. This was due to a reduction of $2.75 in the amount charged by the Federal Bureau of Investigation (FBI) for electronically processing fingerprint-based criminal history records information. *Note to TWIC applicants born in Puerto Rico

Due to Puerto Rico's New Birth Certificate Law (Law 191 of 2009), on July 1, 2010 Puerto Rico will begin issuing new security-enhanced birth certificates. All certified copies of Puerto Rico birth certificates issued before July 1, 2010 will be void and without effect on September 30, 2010. Once a Puerto Rico birth certificate issued before July 1, 2010 is determined to be void it will not be acceptable for TWIC enrollment purposes for U.S. Citizens born in Puerto Rico. If a new birth certificate has not been issued to an individual in time for their TWIC enrollment, then they are required to present other acceptable documentation listed at www.tsa.gov/twic (e.g., an unexpired U. S. passport book or passport card OR an unexpired driver's license issued by a State or outlying possession of the United States AND a voter registration card).
