Intermodal Risk Management

Overview

In order to protect, manage and fully understand the risks to the national transportation system, we analyze and assess these risks using an integrated approach across all the transportation modes. Our agency uses a risk-based process to focus its strategies across the transportation modes. To help our stakeholders understand this process, we have developed an information sheet (Word, 468 kb) to help stakeholders understand the process. Our risk approach incorporates three elements:

Criticality Assessment - This tool is an internal tool that evaluates and prioritizes transportation assets and facilities.  The results of the analysis identify which assets are more important to protect from attack.

Threat Assessment -This approach is used to develop threat scenarios for transportation assets and facilities. Threat scenarios are developed for each transportation mode and are then reviewed through the Homeland Securtity Intelligence Service. These generic scenarios are a required piece of the vulnerability assessment methodology.
