John W. Halinski

Assistant Administrator for Global Strategies

John W. Halinski was named Assistant Administrator for the Office of Global Strategies (OGS) in April 2010, after serving as the Deputy Assistant Administrator since December 2008.

Halinski, who joined TSA in July 2004, has also served as the Europe Area Manager for OGS, responsible for all TSA operations and administrative activities in Europe. Previous to that, he was the Transportation Security Administration Representative for Italy and Africa, covering 38 countries.

Highlights of his tours since joining TSA have included being the TSA/DHS lead for the 2006 Winter Olympics and acting as the TSA Representative for the evacuation of Americans from Lebanon in 2006. He also developed and implemented a successful Africa engagement strategy for TSA, as well as the Safe Skies for Africa program. Halinski also directed the TSA response to international incidents including the crisis in Haiti and the December 25, 2009 attempted terrorist bombing.

Previously, Halinski served 25 years in the United States Marine Corps in a variety of positions in the intelligence and infantry communities, working extensively in Special Operations. Highlights of this period include several successful tours involving counter-terrorism, counter-drugs and counter-proliferation operations.

Halinski earned a Bachelor of Arts degree from the University of Florida and a Master of Science degree in Strategic Intelligence from the Defense Intelligence College in Washington, D.C. He has attended a wide variety of security, intelligence and professional schools. He is a graduate of TSA's Senior Leadership Development Program and a graduate of the Federal Executive Institute in Charlottesville, Virginia.
