Carrie Mitchell was named as the Acting Deputy Assistant Administrator (DAA) for Enrollment Services and Vetting Programs (ESVP) in January 2025. As Acting DAA for ESVP, Ms. Mitchell oversees the operational and technical infrastructure supporting some of TSA’s largest security programs including TSA PreCheck®, Secure Flight passenger vetting, and additional transportation worker vetting programs.
Ms. Mitchell is responsible for deploying enrollment, vetting, and credentialing capabilities across the nation, and managing the recurrent vetting of over 39 million individuals seeking access to secure areas of aviation, maritime and surface transportation. She is also responsible for managing ESVP’s Secure Flight passenger vetting program, which vets over 2.5 million aviation passengers daily. Ms. Mitchell works with partners across the federal government, as well as private sector/industry stakeholders to ensure that TSA initiatives align with and support the DHS enterprise and the larger transportation security mission.
Ms. Mitchell has over 15 years of federal government experience in successfully implementing new program initiatives, with a significant emphasis on enrollment, identity management and technology. Prior to working in the government, Ms. Mitchell spent many years working in the private sector in Program Management & Information Technology Consulting. She is a graduate of Johns Hopkins University and has an MBA from the Kellogg School of Management at Northwestern University.
