Scott Mulligan was named Assistant Administrator for Inspection in November 2018, after holding a number of leadership positions within TSA. In this role, Mulligan is positioned to provide valuable context to leadership, with the goal of ultimately improving TSA’s security systems.
Mulligan’s federal career began with important work in the military where he served as the U.S. Army Chief of Criminal Justice, U.S. Army Judge Advocate, as well as the Officer in Charge at the Afghanistan Field Office for the U.S. Army Trial Defense Services. Prior to assuming his current duties, Mulligan served as the Deputy Assistant Administrator for Inspection, Deputy Director for the Congressional Office of Compliance, and has previously served as TSA’s Assistant Chief Counsel overseeing the day-to-day operations of the 70 TSA field offices.
Mulligan also has experience dealing with the unique challenges of the non-military federal community from his years as the Senior Attorney for the U.S. Department of Justice at the Drug Enforcement Administration.
Mulligan holds a Juris Doctorate degree from the Cleveland-Marshall College of Law at Cleveland State University, as well as a Master of Arts in Security Studies from the Naval Post Graduate School’s Center for Homeland Defense and Security.
