Tonya Coultas has served as the Deputy Executive Assistant Administrator for Security Operations since October 2018. Coultas is responsible for managing over 53,000 TSA employees and a $4.1 billion annual budget. She oversees airport checkpoint, baggage, and air cargo screening operations for approximately 440 domestic airports and delivers advanced explosives detection capabilities through TSA’s canine and explosives specialist teams.
Internationally, Coultas provides oversight for an additional 280 airports conducting last points of departure operations to and from the U.S. She is also responsible for enforcing regulatory compliance for transportation security worldwide and ensuring all modes of transportation are in compliance with domestic and international regulatory requirements.
Before joining TSA, Coultas served as the Assistant Vice President for Safety, Security & Emergency Management at Georgetown University in Washington, D.C.
Coultas previously served as a Senior Executive for the DHS National Protection and Programs Directorate Office of Infrastructure Protection and FEMA. She also served as the Executive Director for the Pipeline and Hazardous Materials Safety Administration at the U.S. Department of Transportation (DOT). Before joining DOT, Coultas worked for the Department of Defense as an Industrial Hygienist.
Coultas is a retired Chief Master Sergeant from the Maryland Air National Guard where she served for 24 years. She has a Bachelor of Science in Environmental Toxicology and a master’s in Business Administration with a concentration in Management.
