Ryan Propis serves as Executive Director of Strategy, Policy Coordination, and Innovation (SP&I) for the Transportation Security Administration. Propis is responsible for leading agencywide strategic planning, policy coordination, performance and risk management, and innovation initiatives.
Before his appointment to SP&I in February 2019, Propis was named Senior Counselor to the TSA Administrator in September 2018. He provided advice and counsel to the Administrator and senior leadership on numerous policy, legal and political issues while ensuring that agency initiatives aligned with the Administrator’s strategic goals and priorities.
Prior to joining TSA, Propis spent over five years on Capitol Hill gaining high-level government affairs, homeland security, political and legal experience. In Congress, he served as Senior Counsel for the Committee on Homeland Security in the U.S. House of Representatives, where he drafted and negotiated legislation; analyzed laws and policies on counterterrorism, cybersecurity, and transportation security; and advised Chairman Michael McCaul and other committee members on legal and policy issues that impacted national security. Prior to working on the committee, Propis served as Legislative Counsel for Congressman Ted S. Yoho as well as Legal Fellow for the Committee on Foreign Affairs under Chairman Ed Royce.
Propis received his juris doctor degree from the University of Miami School of Law and his bachelor’s degree in Criminology and Spanish from the University of Florida.
