Parsons spent 20 years with the Federal Bureau of Investigation. As special agent in charge of the Los Angeles office, he managed program strategy, development, planning, operations and crisis response activities in an area that included a population of 18 million people and 42,000 square miles.

As an adjunct professor at the University of Southern California, he instructed Homeland Security and Public Policy within the Graduate School of Policy, Planning and Development.
