TSA director testifies on Screening Partnership Program

TSA Screening Partnership Program Director William Benner testified today before the House Homeland Security, Subcommittee on Transportation Security on a hearing titled “Examining TSA’s Management of the Screening Partnership Program.”During the hearing, he discussed the selection process, cost and accomplishments of the program. The program was authorized under the Aviation and Transportation Security Act (P.L. 107-71) allowing private screening services companies to submit proposals for a contract with the federal government. Successful airport applicants to this voluntary program employ private contract screeners at their locations.

Since 2004, there are 18 participating airports in the Screening Partnership Program, which represents approximately 28.9 million passengers per year, or 4.5 percent of TSA’s annual passenger volume.

TSA strives to keep ahead of current threats identified by intelligence while maintaining security systems that focus resources on areas that provide the greatest benefit.
