Deputy Assistant Administrator Compliance

Demetrios (Jim) Lambropoulos serves as the Acting Assistant Administrator, Compliance for Security Operations at the Transportation Security Administration (TSA), Department of Homeland Security. The Compliance Directorate identifies and documents vulnerabilities in the global transportation system through the implementation of TSA’s regulatory oversight, quality control program and with the Foreign Airport Assessment and Air Carrier Inspection Program. These congressionally mandated functions ensure that risks are continually evaluated at approximately 730 domestic and international airports for over 10,000 regulated entities. Mr. Lambropoulos is responsible for the management of Compliance Operations, the Compliance Oversight Directorate and six Regional Operations Centers employing over 170 people around the globe and managing the Compliance Implementation Plan for TSA.

Prior to joining the TSA, Mr. Lambropoulos had a successful career with United Airlines which included over 15 years of Airport Operations Management, Incident and Emergency Response Management, and Executive Management of field operations. On September 11, 2001, Mr. Lambropoulos was called upon to respond to the crash site of United Airlines flight 93 as part of the corporate emergency response. Later, Mr. Lambropoulos undertook a special assignment with Corporate Security Headquarters to assist in the rewrite of the Corporate (Global) Emergency Response procedures. In his final role with United Airlines, he served as Director for Hub Business Processes and Administration. His major duties included managing the airline’s multi-million-dollar budget for personnel/non-personnel expenses for 7 departments and executing strategies and long-term goals.

Mr. Lambropoulos began his federal career with the TSA in September 2008 as a Supervisory Transportation Security Inspector. In this role, he managed a highly skilled team of Inspectors at Washington Dulles International Airport.

Mr. Lambropoulos joined the TSA’s Office of Global Strategies in 2011 as the first Branch Chief of the Global Compliance Cargo Branch. In this role, he was charged with verifying security measures applied to international air cargo destined to the United States. He focused his attention towards creating and standardizing TSA’s National Cargo Security Program (NCSP) recognition process. Through NCSP recognition, TSA developed the capability to evaluate the security effectiveness of a foreign government’s national Secure Supply chain. The NCSP recognition program was critical to the TSA achieving 9/11 Act mandate.

Mr. Lambropoulos has served as TSA’s international Secure Supply Chain subject matter expert to several International Civil Aviation Organization (ICAO) working groups, the World Customs Organization, and the Universal Postal Union. He collaborated extensively with international subject matter experts to strengthen supply chain security globally which ultimately led to the development of new air cargo security Standards and Recommended Practices for all ICAO Member States in July 2013.

In December 2014, Mr. Lambropoulos was approved by TSA’s Executive Resource Council to the position of Transportation Security Administration Representative/Attaché to the United Kingdom, Ireland, and Iceland. During his diplomatic posting at the U.S. Embassy in London, he served as the primary government contact on transportation security matters within his area of responsibility. In 2017, he became the recipient of the U.S. Department of Homeland Security Secretary’s Award for Excellence for his role in the development of United Nations Security Resolution 2309 which was passed unanimously.
